It is distributed only at WPM Premium Stores (14 WPM Premium Stores in Japan), and the number of copies distributed in Japan is probably 28, so it is considered a very valuable item.
There are some scratches that may have been caused by the initial distribution.
I have checked multiple copies of Hive of the Eye Tyrant Ampa Sandshrew and as far as I can tell, all the cards have the same scratches in the exact same location and shape, so there is a high possibility of a manufacturing issue.
