The card has been dual graded by PSA and DNA (a signature grading agency) and the card is graded PSA 9 for condition and Authentic for the signature.
The certificate number is publicly available and can be found on the certificate number page of the authenticating company.
The condition of the item is the condition of the case.
Even if the card is "new and unused," we will assume "no noticeable scratches or befouls" in order to prevent problems.
