This is a PSA 10 (highest rating) of the old backside Pikachu (LV.13), which was distributed in a special limited expansion sheet at the "Next Generation World Hobby Fair (WHF)" held in December 1997.

Due to its specification to be obtained by peeling off from the base paper, it is very prone to initial scratches, and now, more than 25 years later, there are only around 150 PSA10 pieces in the world, making it an extremely rare collectible piece.
